FHI 360 is seeking a Monitoring and Evaluation (M and E) Officer to join our team in Port Moresby. This role will support data management and reporting activities to strengthen HIV program outcomes and improve service delivery across supported clinics.
Key Responsibilities
• Support and implement M and E activities in line with project targets and reporting requirements
• Collect, compile and validate data from service delivery points including HIV testing, ART, viral load monitoring and adherence services
• Ensure accurate and timely data entry into platforms such as HPDB, DHIS2 and other reporting systems
• Conduct routine Data Quality Assessments (DQAs)
• Track performance indicators including ART initiation, retention and viral load suppression
• Develop and submit weekly, monthly and quarterly reports
• Provide feedback to clinical and community teams based on data insights
• Produce data visualizations and summaries to support decision making
• Train and mentor clinic staff on data tools and indicator reporting
• Maintain secure storage of health data in line with confidentiality and protection standards
• Monitor stock and service delivery indicators in collaboration with logistics teams
• Participate in reviews, supervision and coordination meetings to present results
• Perform additional duties as required
Accountabilities
• Ensure accuracy and timely reporting across all HIV program data
• Maintain and update all M and E tools and registers
• Uphold confidentiality and ethical standards in data handling
• Support compliance with donor and national reporting deadlines
• Contribute to continuous improvement in data systems and analysis
Qualifications and Experience
• Degree or Diploma in Public Health, Statistics, Information Management, Epidemiology or related field
• Training in Monitoring and Evaluation or Data Management is desirable
• One to two years of experience in M and E within a public health or HIV program
• Proficiency in MS Excel and health data systems such as DHIS2, HPDB, DATIM or INFOLINK
• Strong analytical skills and report writing ability
• Knowledge of medical records, data quality principles and confidentiality standards
• Experience with MS Access, Power BI, Word and PowerPoint is an advantage
• Previous experience in HIV and AIDS programs is an advantage
• Excellent communication and teamwork skills
• High attention to detail and ability to work with minimal supervision
