A new chapter in healthcare delivery has begun in Gulf Province as efforts to restore critical health services officially commenced this week. The Papua New Guinea Defence Force (PNGDF) arrived in Kerema to carry out a perimeter survey of the Kerema General Hospital as part of initial steps to erect a security fence aimed at safeguarding the facility and its medical personnel.

Acting Chief Executive Officer of the Gulf Provincial Health Authority, Dr. Elvis Japhleth, who has been in the role for only a month, described the system as severely strained but emphasized that meaningful change is underway. He reaffirmed his commitment to rebuilding the province’s health infrastructure from the ground up.
Speaking during a meeting with Gulf PHA Chairman Augustine Mano and Gulf Governor Sir Chris Haiveta, Dr. Japhleth admitted the challenges of operating in what he called a “dysfunctional environment,” but assured stakeholders that he is implementing tough new measures. These include strict controls over resources, minimizing wastage, and enforcing staff accountability.
“I have asked our health workers to give their full commitment or make way for others who will,” Dr. Japhleth stated firmly.
Both Chairman Mano and Governor Haiveta expressed confidence in Dr. Japhleth’s leadership, applauding his bold approach to reform and offering their full backing for his 2025 plans.
The launch of this restoration initiative represents a major step toward improving the healthcare system for communities across Gulf Province.
