Project Officers Covid & Health Systems’ Strengthening- (Goroka & Buka Based)


CARE International in PNG is seeking to recruit Project Officers for its Mamayo Project. CARE is an international development and humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development efforts and providing emergency assistance. We believe supporting women and girls is one of the most effective ways to create sustainable outcomes in poor communities.

Two US-based donors, the Bureau for Humanitarian Assistance and the Bill Mosakowski Foundation, have awarded funding to CARE to support efforts to mitigate the impact of Covid-19. This includes ensuring co-ordination with local authorities, engaging tertiary level students in awareness-raising and promoting the rollout of the Covid-19 vaccine.

CARE’s response will focus on the Autonomous Region of Bougainville, Eastern Highlands, Morobe, Simbu, Jiwaka and Western Highlands Provinces. The Project will work with communities, schools, tertiary institutions and sub-national levels of government to support communities to mitigate the effects of Covid-19 and other communicable health-related issues. In partnership with sub-national government staff, the project will support planning and action in households and communities by rolling out the Government of PNG’s Niupela Pasin guidelines. An important function will be to encourage tertiary institutions, particularly those that offer health sciences, to engage in the rollout of the guidelines.

The Project Officer for Goroka - This position will work under the Health Systems Support Component under the Mamayo Project and will also oversee some responsibilities under the Disaster Ready and Covid 19 Response Project. The main responsibilities of the position are: 1. Ensure that community awareness is rolled out in a meaningful way in target communities 2. Work with local communities to distribute hygiene kits 3. Identify any gaps that are preventing the rollout of the Covid-19 vaccine 4. With the Project Co-ordinator, engage tertiary students in the rollout of Niupela Pasin, including developing and supporting an implementation program 5. Support the technical team to install handwashing points in selected locations (particularly with community entry and socialisation). This role is based in Goroka, but will require travel to field sites.

SELECTION CRITERIA

Minimum technical diploma and/or vocational training in Community Development, Health sciences, Communications or other related fields and/or minimum 3 years relevant work experience in community development preferably with an International Non-Government Organisation (INGO) and/or private company;

Demonstrated experience in following standard policies, procedures and processes and ensure the implementation of basic standard transactions including the management and acquittal of a cash advance;

Proven experience in report writing and donor submissions;

A willingness to learn about CARE, gender equality and women’s empowerment activities;

Demonstrated good interpersonal skills, sound judgment, planning, problem solving and team building skills;

Demonstrated organisational and time management skills, working in a team and the ability to work under pressure and to organise and manage workload to meet deadlines;

Demonstrated characteristics in honesty, reliability, trustworthiness with the ability to maintain confidentiality;

Demonstrated ability to contributes to group objectives and work effectively in a group setting; Fluent communication skills in Tok Pisin and intermediate oral and written English;

Intermediate knowledge in Microsoft Word, Excel and numeric skills.
